I suppose it's the logical consequence of the "your march might be attacked, so we'll ban it" mindset.

But you can see the local residents viewpoint. A building designed with blast walls implies that explosions are a non-negligible possibility. If you live next door, and you have neither built nor needed blast walls up til now, this might make you 'think on'.
