At first the Noth Koreans said they'd be happy to receive aid from South Korea after the recent floods. But then they changed their minds. Turns out it was the wrong kind of aid:
North Korea on Wednesday rejected South Korea's offer of aid for flood victims, saying, "We don't need that type of support." In response to the North's request earlier to provide a detailed list of items of quantities for disaster-relief supplies, Seoul notified Pyongyang on Tuesday of its plan to provide W10 billion worth of goods including 10,000 tons of flour, 3 million cups of instant noodles and medicine. This was apparently not what Pyongyang had in mind.
South Korea "severely insulted us once again by offering a niggardly aid," a North Korean Red Cross official was quoted as saying by the North's official KCNA news agency. "The puppet clique had no real intention of giving any aid to us at all," it said using standard shorthand for the South Korean government.
It seems likely that it rejected the package because it did not include rice, cement and heavy equipment. South Korea suspects such supplies are diverted for military purposes and is reluctant to supply them, but the North invariably specifies them when asking for aid.
The very idea that North Korea's population might require food aid is of course deeply insulting. The might of their technological and scientific establishment is ceaseless in its quest to ensure a well-fed and healthy people. For instance:
