Iranian authorities have stepped up arrests of young people in the city of Karaj, west of the capital Tehran, as part of a nationwide “plan to eradicate corruption”.Dissidents charge that Tehran’s clerical rulers are fiercely cracking down on youths disenchanted with the government’s repressive policies rather than on “trouble-makers”.
The photos were published by state media.

Like you never see this in the USA? Watch the evening news and see how many "dark-toned" people are in the same position. Anyone remember Rodney King? We are so pure and innocent in this country. Let's fix our problems brfore pointing fingers at other countries.

There are many organizations, both national and international, that support people who suffer injustices in the US. Rodney King had international support, and no one said to them, "Fix your own problems first." In fact, The video of King was released to support him.
The Iranian dissidents, on the other hand, have little or no support. And the pictures were released to create terror among the population.
